Open the 'Turn Windows features on of off' settings, and untick 'Windows Sandbox'. A couple reboots may be required. This is a new feature in Windows 10 v1903 that uses Hyper-V on the backend (even if it's not enabled in Windows Features), which makes this feature not compatible with VirtualBox. You need to disable Hypervisior to check new application that use VT-x before the virtual machine launch.

To check the status of Hyper-v in Windows 10,
right click <'start'> → Run → OptionalFeatures.exe, → look for the 'Hyper-V' option.
The box should be empty, not checked or shaded.
Make sure to fully power down and reboot the host after changing the Hyper-v setting.

Docker known for activating this 'Hyper-V' without asking for user opinion and then Oracle VirtualBox does not want to work.

Finally I can fix the issue now.
At first, we need to identify or understand the problem which mostly people not really findout, my VM is came with guest OS of Ubuntu 64-bits but after import, we check on that VM it shows only 32-bits OS.
When we start the VM, we got error as:
I did try above solutions, somehow not really work or I might miss something.
Then I notice the point above (32-bits OS) so I think the problem might be with this one.
With some posts around the Internet, it could explain that Windows 10 also comes with the Hyper-V which is conflict with Oracle VM VirtualBox.
So solution I did..
1. Disable Virtualization Based Security in group policy
- Start Run application and start: gpedit.msc
- Go to Computer configuration > Administrative Template > Device Guard
- Disable Microsoft Hyper-V
- Start Run application and start: OptionalFeatures.exe
- Untick: Hyper-V
- Restart the PC
Then we can use the VM, it's started. Among the two steps above, I believe that step 2 is really solved.
Anyway, please try it and let's know if it helps.

You need to disable the windows Hyper-V feature and bcd. Then Virtual Box will run in latest Windows 10 versions (Jan-Mar 2018). Windows 10 Hyper-V is having clash on VirtualBox features.
I have resolved this by following steps-
bcdedit /set hypervisorlaunchtype off
Disable-WindowsOptionalFeature -Online -FeatureName Microsoft-Hyper-V-All
- Restart your windows

I wanted learn how to use vagrant with virtualbox, when I got the error message 'Raw-mode is unavailable courtesy of Hyper-V'. To fix this issue, I think I made all of the suggested changes above (thank you guys), and some more.

You have to disable Memory Integrity.
Go to Device Security, then Core Isolation, disable Memory Integrity and reboot.
It seems that Memory Integrity virtualizes some processes (in this case, VMware) and we get that error.
You can also disable Memory Integrity from Registry Editor if your control panel was saying 'This is managed by your administrator'.

After Windows 10 update in July of 2018 I suddenly experienced this issue with Virtual Box losing 64-Bit OS options resulting in the error.

This would be the easiest way.
1) go and download the Device Guard and Credential Guard hardware readiness tool here- https://www.microsoft.com/en-us/download/details.aspx?id=53337
2) Find the folder path of 'DG_Readiness_Tool_v3.5.ps1' of downloaded content and run the below command after enable Powershell 'unrestricted'. './DG_Readiness_Tool_v3.5.ps1 -Disable -AutoReboot'
3) When rebooting the machine press F3 to confirm to disable the features

Cause of the error code 0x80004005 is not simply mentioned in either error message or Microsoft Book. You will be shown “Unspecified error” as its description. So, you can’t get the actual reason behind this error. But, as specified from Microsoft, error 0x80004005 occurs because of two reasons. However, it’s difficult to recognize the cause as the working system of the computer is complex.

Method 1. Fix Error 0x80004005 by Updating Windows 10

Windows 10 provides many verified troubleshooting tools which can be used for removing the error. Since one can find this error while updating the Windows system, so Windows Update Troubleshooter can be beneficial for fixing the error 0x80004005.
Using the Windows Update Troubleshooter tool, you can check the updates, activate new services and scan the errors. Follow these steps to run the Windows Update Troubleshooter tool.
- Press Windows and ‘I’ key simultaneously. The Settings window will open on the screen.
- Select “Update & Security” and then click on “Troubleshoot > Windows Update > Run the troubleshooter”.
- Now, follow the prompted instructions given on screen and proceed until the process is finished.
- Restart the computer and then check for the existence of error.
Method 4. Fix Error 0x80004005 for Accessing Shared Drive
If you are facing an issue while accessing a Shared Drive or Folder, then you can create a LocalAccountTokenFilterPolicy Value using regedit to fix the error. To do so, follow these steps.
- Press Windows key and “R” key simultaneously. The Run dialog box will open on your screen.
- On the Open bar, type “regedit” and then click on “Ok”.
- In regedit, follow this path: HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionPoliciesSystem
- Now, create a LocalAccountTokenFilterPolicy Value for your system. Go for DWORD for the 32-bit system and QWORD for a 64-bit system.
- For both the system, make the numeric value equals to “1” and then click on “OK” to save the changes.
- Restart your PC and check the error existence by accessing the Shared Files or Folder.
If you are finding error even after using the regedit, then follow these simple steps. - Press the Windows + R key to open the Run dialog box.
- Enter “hdwwiz.cpl” in the Open bar for opening Device Manager window on the screen.
- Select Network adapters.
- From the menu bar, click on View > Show hidden devices.
- Expand Network adapters.
- If you find Microsoft 6to4 adapters, then delete them. To delete it, right-click on it and select “Remove Device”.
- Restart the device and then see if the error 0x80004005 has disappeared.
Method 5. Fix Error 0x80004005 for Extracting Files
While opening or extracting .zip or .rar files if you are getting a 0x80004005 error, then you can easily fix it following methods.
Use any other utility to extract the file
If you are not capable to open any .zip or .rar files then you can use another extractor utility like 7zip to extract the file.
By disabling the real-time protection of third-party Antivirus
The third-party security tools don’t let the user open the extracting files by blocking its extraction. This only happens in the condition when you use any third-party antivirus or security software in place of default Windows security suite. In such a case, you can extract the zipped files by disabling the real-time protection of the third-party anti-virus. Now, restart the PC and check whether the issue persists or not.
If it is not yet resolved then you can go for another security suite or the in-built security system.
By re-registering jscript.dll and vbscript.dll
If the above-mentioned methods have not worked for you to fix the issue then you can finally fix it by this one. In the elevated Command Prompt, the re-registration of Dynamic Link Libraries is beneficent to solve the issue. Go for these steps to re-register jscript.dll and vbscript.dll.
- Press the Windows button and press “R” key.
- A Run dialog box will appear on the screen. Type “cmd” and then press “Ctrl + Shift + Enter” to proceed.
- At the User Account Control (UAC) prompt, click on “Yes”. This will open the Command Prompt as administrator.
- Now, type “regsvr32 jscript.dll” and press Enter.
- Again, type “regsvr32 vbscript.dll” and press Enter.
- This will re-register these DLLs.
Now, boot up your PC and open or extract .zip or .rar files and check for the error.
Method 6. Enable VirtualBox NDIS6 Bridget Networking Driver
If you are finding the error while opening a session on a Virtual Machine, then you can fix it with following steps.
- Go to your Network Center and select “Change adapter settings”.
- If you see that “VirtualBox NDIS6 Bridget Networking Driver” is disabled, then enable it using toggle button.
- Now, restart the computer and check the error.
- If the error is not fixed then make sure that “VirtualBox NDIS6 Bridget Networking Driver” is enabled for your every network adapter (WiFi, Ethernet, etc.) and then uncheck the NDIS6.
- Again, restart your PC and check the error.
